  • p51 Background 1.1 The previous Place Scrutiny Committee undertook a scrutiny review of Street Works. The review was done in response to the significant increase in the number of street works that are undertaken on the county’s road network, and the subsequent disruption this has had on the road network, residents and the travelling public. Although street works are typically undertaken by utility companies, as the Highways Authority the Council is responsible for the management of the road network and the coordination of works that take place on it.
  • p61.2 The review considered the planning and coordination of street works, with and between the Council and utility companies, and the use of the permit scheme, as well as reinstatements for utility works and incentives for improved management and collaboration by utility companies. The review did not to consider the East Sussex Lane Rental Scheme, as at the time the review was taking place it had only recently been introduced as a new scheme, and it was agreed that it needed more time to ‘bed in’ before its impacts and effectiveness could be well understood and subject to scrutiny.
  • p112.5 The Committee’s report will be submitted to the County Council on 13 October 2026. The Cabinet has the opportunity to provide comments to the County Council on the recommendations in the Scrutiny Committee’s report, although it cannot alter the report. At item 9b on this agenda there is a report by the Director of Communities, Economy and Transport commenting on the Scrutiny Committee’s report and recommendations.
