p9053. Should the Local Plan not be progressed, the Council will be exposed to a number of risks, including being more vulnerable to speculative development, especially housing development. Not progressing a Local Plan and having an up-to-date plan in place will mean that the Council has significantly less control where development goes with an accompanying inability to reflect community aspirations and priorities. Infrastructure providers will find it more difficult to plan and provide the necessary infrastructure to support growth. Failure to progress a Local Plan opens the Council up to the risk of potential intervention from Government.
