The Scheme establishing the Panel requires the Trustee to appoint members based on their knowledge and experience of the voluntary and charitable sector, particularly in the Borough of Hastings, and provides that Panel members cannot be councillors, officers or employees of the Council. p12 p13

The Council received numerous expressions of interest, and interviews were carried out on 19 August 2026 by the Chair of the Grants Advisory Panel, the Chief Legal Officer and the Foreshore Trust Manager. p14

Grants Advisory Panel recommendations for grant awards are reported to Charity Committee for its approval, and the Panel's membership was increased from a maximum of eight to a maximum of ten following an application to the Charity Commission, to help it manage the additional work created by a new larger grants programme. p8 p11
