The proposal would materially change the nature”

PS Elrick clarified that the footage had not been provided to all parties because the report had been issued before a usable version of the recording was available. A detailed account of the incident had however been included within the published agenda pack which was available to all parties and included time?stamped descriptions.” minutes ↗
